Since actors can be performed with both “celebrities” and Film / TV collectibles, it seems sensible to make agreements about this.

Clear, but you get the situation that both "film / TV collectibles" and "celebrities" should have exactly identical items when it comes to an actor. The problem is that not everyone realizes that this is possible / must / is allowed.
Then you get fragmented input: number of items in one section, number in the other and some in both. That is why I prefer a choice. Otherwise, it may be possible to make an item associated with an actor visible in both places when creating a link.
