Mijn vraag,

My question,
Have many stamps from North Korea (DPR) that are stamped but not used.
Are they postmarked or menstrual, how should I tell?
And how do I determine the price?
Who knows?

Stamped and not used is what is called CTO (canceled to order).
They were devalued, but never participated in the shipping process. Made purely for the collector market. Most collectors don't want them. But there are those for whom it is not a problem.
Unfortunately, CTO is not distinguished from LD via the conditions. You can only indicate them as 'stamped'.
A collector who is looking for canceled stamps often wants truly 'worn' stamps. Stamps that really performed their function.
The value is always lower (sometimes much lower) than genuine stamps that have been run and neatly stamped.
In a shop it is wise to indicate (in the comments) that it is CTO. Then you won't get any nasty reactions afterwards.
With that knowledge you must interpret the catalog value and the sales statistics of the 'stamped' condition. They do not provide a realistic picture. Neither for the actually run stamped ones, nor for CTO.
