Dat is de reden waarom ik nooit meer PP gebruik, en sinds vandaag ook geen eBay meer. Beiden zijn met elkaar verbonden, en hebben hun roots in de VS.
De VS wil bepalen wat je wel of niet mag verzamelen, en kijkt over de schouder mee. Nada GDPR, in het land dat ooit een model-democratie was. Lang geleden.
Ooit, ongeveer 3 jaar terug, kocht ik eens wat zegeltjes in Polen, en betaalde met PP. Er zat één zegeltje (gestempeld) tussen van Cuba (zegel van EUR 0,10 ... 10 cent!).
Zowel de account van de verkoper als mijn account werden geblokkeerd en ik kreeg de melding dat ik als terreurverdachte op de Amerikaanse lijst was geplaatst. Door het kopen van een Cubaans artikel had ik de regering van een voor de VS vijandig land gesteund. Woonde ik in de VS, dan zat ik gegarandeerd in Guantanamo. Soms durft een verkoper op eBay nog wel eens een 'Caribische zegel' aan te bieden, maar het land mag niet uitgesproken worden of het hele Amerikaanse Politieapparaat heeft je bij je nekvel.
Tijdens WO I (België was toen voor 75% bezet door Duitsland) was het hier ook verboden in het bezit te zijn van postzegels van landen die door den Duits als 'Vijand' werden beschouwd. Dat is 4 generaties terug. Ondertussen leven wij in West-Europa al jaren in een vrij land. Geen enkele overheid die wetten uitvaardigt die bepalen welke postzegeltjes je wel of niet mag verzamelen. Net zo min als die zich gaan moeien met de kleur van het ondergoed dat je moet dragen.

Een tijd terug kon je op eBay de verkopers van Fake zegels (illegal stamps) er uit halen die van uit Rusland opereerden, maar een locatie in Europa vermeldden. Geen BIC/IBAN => dan wist je het wel.
Nu mag het gebruik van de Europese overschrijving blijkbaar helemaal niet meer van eBay. Een soort bescherming van de verkopers van illegale zegels, die mogen wel nog gretig verkocht worden. Maar je mag niet meer met een overschrijving op rekening werken. Het circuit is gesloten.
Vermoedelijk worden de meeste illegale zegels in de VS gedrukt, daarna in enorme aantallen naar Rusland verscheept, om ze van daaruit te verdelen (verkopen).
Een Duitse verkoper waar ik vroeger nog wel eens kocht, daar had ik gisteren een bestelling geplaatst. Mijn vraag naar het BIC/IBAN nummer werd vandaag beantwoord met de mededeling dat ze dat niet meer mogen doorgeven van eBay. Wellicht krijgen de verkopers een sanctie als ze dat wel doen. Je wordt maw gedwongen PP te gebruiken (een bedrijf uit dezelfde stal als eBay zelf). Een soort koppelverkoop, en een machtsgreep (monopolie).
Uiteraard heb ik vriendelijk bedankt en geantwoord dat de bestelling mag geannuleerd worden.
De watjes (kopers) zullen dat wel niet doen, die blijven als dwaze schapen netjes in de pas lopen in de richting die voor hen voorgekauwd wordt ... blind voor de achtergrond ... zoekend naar persoonlijk voordeel. Dat ze maar met de watjes verder doen. Integriteit is niet te koop, zelfs niet voor de schoonste postzegel ter wereld.
Uiteraard heb ik ook Lastdodo vermeld in mijn bericht naar die verkoper, als alternatief om de goederen aan te bieden. LD is nu immers internationaal. Een vrij platform.
En daar kan ik nog altijd als koper betalen met een deugdelijk en veilig systeem, dat zich niet bezighoudt met onnozele futiliteiten. Zelfs al plaats je expliciet in de mededeling van een overschrijving via BIC/IBAN (SWIFT) 'aankoop postzegels CUBA'. Je financiële rekening zal daardoor nooit geblokkeerd worden, en je zal er niet door in de gevangenis belanden. Voordeel van in een vrij en democratisch land te wonen, niet in een dictatuur. Het is in onze maatschappij moeilijk voor te stellen dat er landen zijn in de Westerse wereld waar dit geen normale zaak is. Het moet niet gemakkelijk zijn in de Verenigde Staten te leven als postzegelverzamelaar. Daar moet je een lijstje bijhouden van de landen die je wel of niet mag verzamelen. Als je daar een kilowaar zakje koopt en er blijkt een zegeltje tussen te zitten van een gestigmatiseerd land! Oei oei oei.

Als de VS weet heeft dat je postzegels van Cuba (of Iran, Venezuela, ...) hebt gekocht, dan sta je bekend als een sponsor van een regering die een vijand is van de VS. Ook als is het maar een zegeltje van 10 eurocent. Dan kom je automatisch op een lijst, en kun je problemen krijgen als je naar de VS reist.
Betaal je via Paypal, dan wordt zowel de account van de koper als van de verkoper geblokkeerd en volgt er sowieso een onderzoek door de VS politiediensten.
Wijze raad: blijf weg van Paypal. Voor mij is het te laat, maar mijn verhaal kan anderen behoeden van onheil. Ik heb een 'terroristische' regering blijkbaar gesponsord ten bedrage van EUR 0,10 (10 cent).

If the US knows that you have bought stamps from Cuba (or Iran, Venezuela, ...), then you are known as a sponsor of a government that is an enemy of the US. Even if it is only a 10 euro cent stamp. Then you will automatically be placed on a list, and you can have problems when you travel to the US.

Het zou niet gelden voor gestempelde postzegels van vóór de revolutie, toen Cuba nog als kolonie bezet was door de VS. Op eigen risico weliswaar.

All buyers must now pay to Ebay directly (the paymnt must go first to Ebay). After two days then Ebay pay me the money from your order.
The best way to pay, is paypal.

Ik wist al lang dat er een steekje of 100 los zat bij Amerikanen, maar hier sla ik toch stijl van achterover. Echt, Amerikanen zijn echt niet meer te redden...

In België zul je nooit problemen krijgen tgv de verkoop of aankoop van een postzegelke. Neen, zo gek zijn we hier niet. Die gekheid is voorbehouden aan bananenrepublieken.
Doch in principe moet eenieder die iets koopt alles nakijken: de persoon (verkoper), de firma in wiens naam die persoon handelt, de oorsprong van de goederen, ...
Daar bestaan gespecialiseerde informatica-oplossingen voor op de markt. Prijzen variëren van ca. EUR 250 per maand (particulieren) tot meerdere duizenden euro's per maand voor een abonnement op zo'n dienst. En dan komt er nog een fee bij per transactie (opzoeking).
Niet alleen de geografische oorsprong is belangrijk, ook de andere oorsprong en/of het doel (witwaspraktijken, drugskartels, ...).
Werk je voor de transactie met een hulpmiddel (PayPal voor de betaling bv.), dan moet je ook de geldende wetgeving van het land waaronder dat hulpmiddel ressorteert er op nakijken.

Niet alleen PayPal die moeilijk doet....
Zojuist van een Belgische klant de waarschuwing gekregen dat zijn overboeking via de bank eerst was geblokkeerd omdat hij het woord Cuba in de beschrijving had gebruikt. En dan te bedenken dat het gaat om items als: #1459859 en #2246853. Pas nadat hij met de factuur op de bank had aangetoond waar het om ging, werd de overboeking vrijgegeven.
De algoritmes slaan ook toe in België:-)

Not just PayPal making things difficult....
Just received a warning from a Belgian customer that his bank transfer had been blocked first because he had used the word Cuba in the description. And to think that these are items like: #1459859 and #2246853. The transfer was only released after he had shown what it was about with the invoice at the bank.
The algorithms also strike in Belgium :-)
