Let's not get silly.

Stamps that are only for sale as sheets may also be imported separately, (comic) books that are only available together in a box may also be imported separately, figurines that are sold as a set may also be imported separately.

It has always been the policy (as far as I understand) that if something can come loose - even if it belongs to something - it can be entered as a separate item.

Otherwise you can also remove all e.g. tea labels or coffee cup lids, not to mention Clippings (from magazine center plates to shreds of paper with a photo or text on it).

You set the limit with what is collected.

There was once a discussion at Stamps about allowing different stamp combinations from blocks, with the counterargument that sometimes thousands of combinations are possible and that the catalog would be flooded. That is not true. Just because something can happen doesn't mean it will happen. In practice, hardly anyone will scan entire decks of cards.

But if someone considers it necessary for their collection, why not allow it? Plenty of space. And certainly in the Other section they don't get in anyone's way.

Oh God, that was indeed a long and heated discussion (stamp discussion) that even cost members, administrators, if I can remember correctly. There are many collectors who collect Joker cards. I would certainly keep it loose. But certainly not with trading cards, because they are usually not cards specially made for saving or trading. I also think that the cards should not come in separately, unless you could save them, for example. But then it is usually a number in a bag, like the one for a Donald Duck quartet. Then also rather only place the bag with the loose cards that belong in it as the 3rd image.
