Indien Kirgizië echt een uitzondering blijft
Daar zou ik mijn centen niet op verwedden. De wereld van de postzegels is in beweging, en het oeroude model van 'één officiële overheids-postdienst' is in staat van ontbinding. Perfect mogelijk dat er ondertussen al gebieden zijn waar een tweede (of derde) UPU erkende postdienst opereert.
Nu dacht ik ook al aan Stad- en Streekpost. Niet om dat type weg te doen, maar om de verschillende organisaties/firma's die dergelijke diensten voorzien uit elkaar te kunnen houden.
Het zou ook een schone oplossing worden voor de persoonlijke zegels. Bij persoonlijke zegels heb je immers 2 grote stromingen. De stroming van de postdienst zelf, die ook (thematisch) op grote schaal gepersonaliseerde frankeerzegels aanbiedt, en de stroming 'privé', waar jij en ik (gebaseerd op een vast frame van de postdienst) perfect frankeergeldige postzegels kunnen laten aanmaken met ons buurmeisje er op, of de kat van de overbuur.

Vandaar mijn oprisping ooit 'al diene brol'. Als je het allemaal op één hoopje gooit, dan kun je er weinig mee aanvangen.
En dan de Julzegels (Het Julzegel-gebied van Denemarken bevat al véél méér items dan het postzegelgebied Denemarken). Je hebt er de 'Nationale', en dan heb je de 'Landelijke': honderden organisaties, steden, gemeenten, intercommunales, bedrijven, ... die jaarlijks ook hun Jul zegels op de markt gooien.
Om een beetje structuur te kunnen aanbrengen zou het veld 'Uitgever' daar ook goed van pas komen.
Het lukt best met Uitgifte groep, per jaar. Maar niet over de jaren heen.
Het is niet ondenkbaar dat iemand zich specialiseert in enkel de Jul zegels die uitgegeven werden door de Rotary Club. Best wel al een groot verzamelgebied.

Ik weet niet of we het over verschillende dingen hebben, maar als ik alle items van Stads- en streekpost selecteer, dan is er bij Uitgever vrijwel niets ingevuld. En het veld is ook niet zichtbaar op de itempagina's.
Spijtig dat het voor Kirgizië niet lukt. Is dat een technische onmogelijkheid?

De uitzondering voor Stads- en streekpost is al geruime tijd geleden ingevoerd, dat werkt goed.
Het lukt echter helaas niet met Land / gebied = Kirgizië.

Bij #2170227 is alleen de vraag wat je dan invult als jaar, want er zijn 6 zegels uit 1959 en 1 uit 1960. (Zie Bijzonderheden bij het item.)
Het pop-up schermpje is daar duidelijk over. Het vermelde jaar bij een serie is het jaar waarin de eerste zegels van de serie zijn uitgegeven. In jouw vraag zou het jaar dan 1959 worden. Bij de losse zegels wordt dan het daadwerkelijke jaar van uitgifte vermeld. De haas (als losse zegel) krijgt dus als jaartal 1960. Het handboek zwijgt in alle talen hierover. Dat geldt ook voor de later toegevoegde maand en dag. Je zou je dus kunnen afvragen of bij een serie bij de maand en dag dan ook de emissiedatum van de eerste uitgegeven losse zegel van de serie ingevuld moet/mag/kan worden.
Overigens moet, na alle wijzigingen in serie en uitgifte groep, het pop-up schermpje nog even kritisch doorgenomen worden. Volgens het schermpje behoren later uitgegeven frankeerzegels tot 1 serie met de eerder uitgegeven frankeerzegels.

Dat was ook mijn gedachte. Het is idioot om noodoplossingen in andere velden te zoeken, in plaats van het bestaande veld Uitgever te gebruiken waarvoor het bedoeld is.
Het zal niet veel werk zijn om een uitzondering te programmeren, waarbij het veld Uitgever (op het invoer-/wijzigformulier) altijd zichtbaar wordt als gekozen is voor het land Kirgizië.

De Swiss Post oplossing is m.i. niet ok. Het zijn zegels van een privé-postonderneming (waar in de naam 'Swiss Post' staat) die in Spanje gebruikt werden (worden?). Waarom een afzonderlijk gebied werd gemaakt voor een paar tientallen uitgegeven exemplaren zal wellicht op toenmalige onwetendheid zijn gebaseerd. En waarom zo expliciet Zwitserland in de naam er bij moet ... Een brief uit Spanje naar België (#5453361), wat heeft dat met Zwitserland te maken?
Voor mij zijn dat items die in het land/gebied Spanje onder gebruikstype Frankeer vallen. Waarbij in dit geval het enkel buitenlandse post betreft.
De touroperator neemt de post mee naar het thuisland, en mag die aan de lokale postoverheid bezorgen die ze in het plaatselijke bezorgingsproces opneemt. Swiss Post als bedrijf (voluit 'Swiss Post International Spain') had daarvoor de nodige contracten afgesloten met de UPU.
Een service van de vakantie-organisator-bedrijven, waarbij in toeristisch overbevolkte gebieden de kaartjes en briefjes de kans dat die binnen redelijke termijn bij de bestemmeling toekwamen groter was (is?).
In het normale circuit kon het wel eens lang duren, en had je die vrienden of familie al lang uitvoerig verteld over je reis na thuiskomst. Daarna pas kwam het kaartje met weken vertraging toe, met de boodschap 'We zijn goed toegekomen'. Terwijl je al lang goed teruggekeerd was. In dat circuit had je als ontvanger wel een poststuk met een échte Spaanse postzegel er op.
Die dingen kunnenperfect binnen Spanje worden opgenomen en met de (Serie-Reeks-Uitgifte-Uitgifte groep) - naam worden opgelost. Zowel 10 jaar terug als nu. Zo veel verschillende zijn er niet verschenen tot nu.

Inderdaad, het trucje met Uitgever heeft niet volledig het gewenste resultaat. Je kan er wel op selecteren in het land, maar je ziet het niet voor die items in het detail van de zegels. Ook die uitgever toevoegen bij een zegel is niet zo gemakkelijk. Daar gaan veel gebruikers moeilijkheden mee hebben.
Het veld altijd tonen is een oplossing, maar het voordeel 'minder velden' bij items uit de hoofdzaak (niet het maakwerk) verdwijnt dan terug.
Drukker is ook geen goede keuze. KEP is dan wel opdrachtgever voor het drukken, maar laten gespecialiseerde Secure drukkers het werk doen.
Express als Gebruikstype kan ik begrijpen, maar het is niet correct. Express heeft een ander doel, niet om onderscheiden officiële postdiensten binnen een land/gebied te kunnen onderscheiden (met het filter Gebruikstype). Echter, deze items zijn van het gebruikstype Frankeer. Ook niet 'Zonder frankeerwaarde'
Een nieuw veld is eveneens geen goed idee, dan kun je evengoed 'Uitgever' altijd zichtbaar maken.

Je zou ze in een nieuw land/gebied kunnen plaatsen, maar dat is denk ik geen goed idee.
In tegenstelling tot de bijkomende gebieden voor zegels die een ander doel hebben (Julzegels hebben een ander doel: fondsen verzamelen voor een humaan goed doel zoals bv TBC bestrijding, Illegale uitgiftes hebben een ander doel: verzamelaars bedriegen en geld uit hun zakken kloppen, Cinderella's hebben een ander doel: steun zoeken voor een 'goede zaak', wat zowel financieel als politiek kan zijn).
Het zijn zegels uit hetzelfde land/gebied, met hetzelfde doel, en volledig conform UPU. Je kan er in dat land perfect buitenlandse zendingen mee frankeren. Wel kun je die enkel deponeren in een KEP kantoor.
'Stads- en streekpost' is het maw in geen geval. Weinig kans dat je met zegels van een lokale postdienst iets naar het buitenland kan sturen.
Expresse lijkt mij ook niet echt van toepassing. Dat slaat m.i. op items die uitgegeven zijn voor het versneld versturen van een boodschap (waarvoor dan meer betaald moet worden).
Het is begrijpelijk dat de zegels van KEP dat gebruikstype kregen, wegens de naam van die (officiële) postdienst. En wegens de wens ze afzonderlijk te kunnen selecteren.
