Indeed. Those things are cut out of postal stationery.

Postal stationery is cards, sheets, envelopes, wrappers, etc. with a pre-printed postage value (they sometimes call it 'imprinted stamp').
Postal stationery items are welcome in the Stamps section as long as they are complete.
Long ago, these values were cut out by collectors so that they could be better stored in an album... you should never do that. The postal stationery itself (complete) is sometimes valuable. An old, complete, postal stationery stamped with address details is usually worth much more. Especially for collectors who study postal history.
The clipping is always worth less, of course. The postal stationery is no longer complete.
But certainly valuable enough to collect and place on LD.

Postal stationery is usually not found in the regular paper catalog of a country or region. There are special paper catalogs for this.
Fortunately, there are already a number of them on LD.
These special paper catalogs are rather scarce (which is why they are sometimes very expensive) and are renewed less quickly. Eg #8844241 #8844361 #9937367
