Can the following 2 postal areas be added?

Donetsk (Donetsk People's Republic) will be issuing postage stamps for internal use as of 2015 to replace those of Ukraine. Also abbreviated as DNR (stands for the official name in Russian: Donetskaja Narodnaja Respoeblika ) or DPR (the English translation Donetsk People's Republic ).

Could this error be addressed, please? I am not sure how to fix or even what the expected behavior would be, but certainly not leaving these stamps with country Ukraine. Ukraine has explicitly requested UPU member to regard these stamps as illegal. 

There are a few similar cases, with different solutions:
  • Russian Federation - South Ossetia - Illegal Stamps
  • Abkhasia
  • German Reich [1941-1944] - Occupation of Ukraine

Which of these equivalent cases should be followed? Who can add the new territories?

This thread is very very old (8 years).
Donetsk and Lugansk have not been added to the Stamp section. I don't understand what the problem is.

Stamps (issues by the UPU officially recognized postal services) have their area/country in the stamp section on LastDodo (LD).
The so-called Bogus stamps (illegal issues) have a separate area that clearly states 'illegal issues' in the name.
If there are too few items from an illegal area, those items will be included in the 'Fantasy Land' area.
The stamps that are not a stamp and not illegal also have their own area, with an addition in the name (' - Cinderella', ' - Jul stamps'). There too: if they are not large enough, they will be admitted to Fantasyland.
This prevents unnecessary creation of many areas. Only if it is opportune.

If the numbers become too large for a certain area in Fantasyland, the items can be removed from 'Fantasyland' and given their own area.
Only super administrators can create, merge, or delete areas.
Any user who believes that an item is in the wrong area can edit it (move it to what he or she believes is the correct area).
Every change is viewed and reviewed (or rejected if necessary) by an administrator after a period of time.

Raoul62The problem is those stamps should not be under Ukraine. I'm fine with having them in Fantasyland, but such requirement is not self evident. Also a potential to cause duplicates as illegal and fantasy are not the same in any common meanings of the word.

Not by definition, nor should it be, I guess. Taiwan is not even an UPU member.

If it only concerns a few stamps: to Fantasyland.
If the numbers are large: ask a super manager to create the area (then they can go there).
No separate areas are created for hundreds of 'illegal' areas of which there are 3 or 10 stamps. Keeping an overview is equally important. The list is already very long. Fortunately, with a powerful search and filter function.

There will always be duplications. Dozens of them are found every day (mainly added 6 to 12 years ago).
The new supply is closely examined by several motivated users (who then do the necessary).
Every now and then there is a (usually new) user who doesn't understand it and is a bit too aggressive. This will then be (temporarily) blocked. Except for those few users (who add many duplicates in a short time due to ignorance), not many duplicates are added.
Usually duplicates are added now because the 'oldest' item is in the wrong year, or in a different issue (disguising issues...).

The moral of the story:
1.
Any user who believes that an item is in the wrong area can edit it (move it to what he or she believes is the correct area).
(If the area does not exist, you can go to Fantasyland.)
2.
If the numbers are really large and the area does not (yet) exist: ask a super manager to create the area (then they can go there).
Anyone who asks for such an area is usually well informed about the situation (expertise). If the area is created, I think it would still be useful and effective if the user ensures that the items that belong there are also included (fishing from the wrong area, or from Fantasyland).
With the necessary corrections - where necessary - regarding type, Title and Issue.

Long time ago Ukrposhta did stop servicing these areas. Thusfar it is not clear to me if private post has taken over these services. In addition, There is an area Ukraine-Cinderella which might be more easier for user to find these stamp than "Fantasieland".

I think you yourself created areas for Illegal areas with fewer stamps and approved stamps in Ukraine-Cinderella.

In addition, I know that quite a few stamps have been issued by the Ukranian Underground. Unfortunately we have very few of them in the catalogue.

Have you created areas for yourself?
The vast majority don't (I don't even think). I only got the stain from Cinderella and Jul seals. Most (if not all) of the areas were already there, but with an incorrect name. It's been a while.
It was a shame to use Cinderella for illegal things. Cinderellas are NOT illegal. Due to the stain that was attached to Cinderella, and by tarring the Jul stamps with the same brush, a few (large) Jul stamp collectors started to pass by.

Might be. I'm the only one who keeps track of the areas with 'Illegal', 'Cinderella's' and 'July stamps' every day. What goes in and how.
That is 105 additional areas in addition to the 'specializations'.
The pricing for illegal items has become very simple. There is no other way you can come up with something that comes close in terms of performance. Not 100 kilometers.
There are no untreated reviews (except for a few for Spain - Cinderella... the war years... I'm not a specialist in that) for the areas with Cinderella, Jul seals and Illegale in the name. These are managed.
Managers of a specific area with stamps (which is included in their specialization) do not suffer from pollution, and with their specialized knowledge they can perfectly handle (almost) every item that needs to be reviewed in their area. And that is still the most important pillar in the Stamps section: Stamps.
